The original issue of this AD was prompted by DGAC France AD 2002-325, applicable to Reims F406 aeroplanes. Since the FAA is not the State of Design authority for the F406 and Cessna is not the TC holder for the F406 type design, this AD is only adopted in Europe for the Cessna 441.
