This AD becomes effective on January 8, 2009, to all persons except those persons to
whom it was made immediately effective by Emergency AD 2008-17-51, published by EASA on 19 August 2008, which contained the requirements of this AD.

| Remarks |
For showing compliance with paragraph (b) of this FAA AD 2008-17-51, where it says that "The inspection must be done by an inspector qualified under the guidelines established by MIL-STD-410E, ATA Specification 105, AIA-NAS-410, or an FAA-accepted equivalent for qualification standards of NDT inspection/Evaluation Personnel", it should be understood, in the European context, that European Norm 4179 or any equivalent duly accepted by the EU Member State National Aviation Authority are also acceptable guidelines for qualification standards of NDT Inspection / Evaluation Personnel.
