This Final Rule AD supersedes FAA Emergency AD 2002-19-51 R1, dated September 18, 2002 (which revised and replaced FAA Emergency AD 2002-19-51, dated September 13, 2002), and becomes effective on October 15, 2002, to all persons, except those persons to whom it was made immediately effective by the Emergency AD which contained the requirements of this AD.
